When do I need to get an electrical permit?
SPS 316.012 Permits. (1) (a) no electrical wiring project may commence unless the owner of the premises where the installation is to occur or their agent holds a permit from the designated inspection agency if the project involves the installation of new or an addition to any electrical service, feeder, or branch circuit serving any of the following: 1. A farm. 2. A public building, structure, or premises. 3. A place of employment. 4. A campground. 5. A manufactured home community. 6. A public marina, pier, dock, or wharf. 7. A recreational vehicle park.
(b) Under emergency conditions, the necessary electrical wiring may commence without obtaining a permit, provided the owner of the premises where the installation is to occur or their agent submits a permit application to the inspection agency designated by the department to provide electrical inspections for the installation no later than the next business day after commencement of the installation.

Why do I need an electrical inspection?
State Statute 101.82(2m) The department ‘DSPS’ is to promulgate rules that establish standards and a process for the inspection of electrical wiring, including the inspection of electrical wiring for which a municipality does not provide inspection under 101.86.
SPS316.013 electrical wiring installations shall be subject to inspection.
SPS316.003 it includes any new wiring installations, reconstructions, alterations, extensions to an electrical system and any other types of wiring listed in SPS316.003.
SPS 305.629 No person or municipality may engage in or offer to engage in providing plan review, permit issuance, or inspections regarding electrical wiring under the scope of ch. SPS 316 unless the person or municipality holds a registration from the department as a registered inspection agency.
State Statute 101.86 The local municipality may enact an electrical code or otherwise exercise jurisdiction over electrical wiring and inspection of electrical wiring by enactment of ordinances, provided that the electrical code or ordinance strictly conforms with the state electrical wiring code promulgated by the department under s. 101.82 (1). A county ordinance shall apply in any city, village or town which has not enacted such an ordinance.
State Statute 101.875(1) All inspections of electrical wiring shall be performed by inspectors certified by the department.
SPS 305.62 no person may conduct the inspection of electrical wiring in public buildings and places of employment for the purpose of administering and enforcing ch. SPS 316 unless the person holds a certification issued by the department as a certified commercial electrical inspector.
SPS 305.63 no person may conduct the inspection of one− and 2−family dwellings for the purpose of administering and enforcing chs. SPS 324 (SPS 316), unless the person holds a certification by the department as a certified UDC−electrical inspector or a certified commercial electrical inspector.
PSC 114.003 Before energizing a service a utility must obtain proof of compliance with Volumes 1 and 2 of the Wisconsin State Electrical Code. Proof of such compliance shall consist of a certificate furnished by a municipal or other recognized inspection department or officer.
Common electrical systems are solar systems; power storage systems; standby systems; UPS systems; Emergency systems; generator systems; RV pedestals; meter panels; utility hook up; signs or other electrical equipment.
Common wiring methods are service conductors; feeders; branch circuits.
Common locations are Convent stores; grocery stores; storage buildings; accessory buildings; pole buildings; recreational properties; Lake front properties; agricultural properties; farms; public buildings, structure, premises; public marina, dock, pier, wharf, places of employment; RV parks; mobile home community; rock queries; campgrounds; etc.
